MSS is a company formed to address the needs of Government and Commercial contractors. Over the years, we have seen the need for assistance in processing and administering contracts. We are a full-service company that assists from the bidding process through final inspection and shipping. Vice President Fred Kaufman
Fred studied mechanical engineering in college, but decided he liked working with his hands and became a machinist. By the time he was 24 years old, he owned his own machine shop where he learned the business end of manufacturing. He eventually sold his shop to a larger company and became Manager of Manufacturing for them. Fred helped grow the company from a one million dollar a year company into a 15 million dollar a year company in a seven year period.
Vice President Brian Raybin
After college, Brian started working for a local contractor who manufactured products for the Naval Nuclear Propulsion program. His primary functions were working on the "Rickover Report", Monthly Quality Cost Report, developing a three-shift surveillance program and performing monthly internal audits. Brian left the contractor and started working for the Department of Defense. He was stationed at various local manufacturers and handled many of the Non-Resident contractors in the area. He specialized in Ammunition, Electronics, Naval Special Emphasis programs and Shelter Manufacture.
Vice President Terry Sweitzer
Terry studied Physics and Math at Albright College in Reading, Pennsylvania. He went on to hold various positions in Engineering, Sales, Manufacturing Management and Quality Assurance. He later moved into a partnership in a small business that manufactured wiring harnesses and cable assemblies (mostly military-related). He maintained this highly successful partnership for 20 years until selling the company. He has since done consulting, helping start-up businesses in the manufacturing industry.
Business Development Specialist Dave Wiker
Dave served in the U.S. Navy, 1962-1968 in Air Traffic Control. Employed by Hamilton Watch Company as a Quality Engineering in the Military Division. He reenlisted in the U.S. Army Reserves, called up for Desert Storm for one year with total time of 21 years retiring as 1SG in 2004. Dave was employed by Department of Defense (DCMA) for 34 years as quality work leader, supervising ten people certified in various commodities specializing in Ammunition, Automotive, QA systems and Track Vehicle Manufacturing. Dave is a Certified Paralegal. He obtained his certification from Penn State.
Director Government Contracting, Marvin Hoover
After college, Marvin worked as a draftsman/estimator for a contractor who specialized in large concrete structures. Marvin left the contractor and was employed by the Department of Defense (DCMA) for 38 years. He spent the last 33 of those years at a Naval Nuclear Principle Supplier, specializing in Nondestructive Testing and Component testing and inspection.

Mil-Spec Solutions quality manuals
Our staff can prepare a Quality Manual for your facility. The Quality Surveillance Plan will be developed to ensure the performance of critical contract elements are met. This serves as the plan for surveillance of performance and identifies the performance indicators, standards, inspection methods and procedures to be used in monitoring your performance. Additionally, the Plan shall include specified procedures for collecting service delivery data, methods of surveillance, thresholds for acceptable and unacceptable performance and sampling guides. The Quality Surveillance Plan outlines the procedure for surveillance of the contract you have been awarded. Included are procedures for evaluating your performance. A plan will be developed to fit the individual requirements of each contract you receive.
